To X3J3 -

After a telephone conversation with Michael Hannah yesterday, I received the 
following note concerning the POSIX 1003P.9 proposal to develop a Fortran 90 
binding to the POSIX functionality.  In essence, they wish to use the same 
process that we recommended regarding the X3H5 proposal for an analogous 
binding (i.e., will involve some Fortran language design outside X3J3).

I would like for this request to be added to the agenda for the upcoming X3J3 
meeting in Seattle.  Note that the general issue of bindings and collateral 
standards are also scheduled for discussion at the WG5 meeting the week 
preceding the X3J3 meeting (see for example papers N760 and N776); I would 
expect the results of that discussion to be available for the X3J3 meeting.

As a coordination courtesy, IEEE P1003P.9 would like to ensure that X3J3
has no current objection to the scope of the proposed project to produce
a Fortran 90 language binding to the Language Independent Specification
of the POSIX System Application Program Interface.  Since POSIX defines
a specific interface to operating systems, from the point of view of
Fortran 90 this might be considered a specific "processor".  As such, the
scope of this proposed standard may include defining extensions to the
Fortran 90 language standard solely for the purpose of providing access
to this POSIX System Application Program Interface.  The scope of such
extension shall be restricted to those areas which are not defined or are
identified as "processor dependent" by the Fortran 90 language standard.
IEEE P1003P.9 has no intentions of proposing extensions not required to
access POSIX features.  An example of currently anticipated extension is
to add arguments to the I/O statement such as OPEN, ENQUIRE, READ, WRITE
to access POSIX I/O attributes.
 
IEEE P1003P.9 expects to continue the close coordination with X3J3 on this
effort by continuing to have an officially appointed liaison from X3J3
attending the POSIX meetings.
 
IEEE P1003P.9 requests from X3J3 at the August 1992 meeting: (1) acknowledge-
ment that there is no current objection to the proposed scope of this project,
and (2) renewal of the intent to provide active coordination via a liaison
to this effort.
 
IEEE P1003P.9 in turn assures X3J3: (1) of it's continued desire for close
coordination with and input from X3J3 itself, including the possibility of
a formal review, and (2) of it's continued desire for participation by X3J3
members both now in the working group and later during formal balloting.
