It's a bit late for this one, but when copying John's edits for intrinsic
modules to the Interop PDTR, I stumbled over the new form of the USE stmt.
In N1231 it is

  R1107 <use-stmt> <<is>> USE [ ,<module-nature> :: ] <module-name> ...

Because in F95 it was tried to regularize the :: usage on all statements,
I'd rather like this changed rule to read 

  R1107 <use-stmt> <<is>> USE [ [,<module-nature>] :: ] <module-name> ...

Otherwise, we'd introduce a new irregularity for :: just when we removed
all the old ones (e.g. EXTERNAL [::]).
