Subject: Informal Review of Conditional Compilation Draft Standard

David Epstein distributed an email version of the latest draft of this
document on 13th January, and I hope to have a properly formatted version
on the server very shortly as N1243.  This document will be discussed at
the special meeting of the Development Body on Wednesday evening in Las
Vegas, when I shall expect the DB to provide recommendations to the full WG
in the form of draft resolutions as to what should be done next.  These
draft resolutions will be discussed by the full WG during preliminary
resolution processing on Thursday.

In order to expedite the discussions on the Wednesday evening, I have been
asked to conduct an informal review of the document by electronic mail, so
that everyone, including those who cannot attend the Las Vegas meeting,
will be able to contribute their opinions.

As a (very) brief reminder of the recent history of this topic, WG5
resolved in Tokyo "that preprocessing facilities are an important
consideration for many members of the Fortran community.  However WG5 does
not believe that such facilities should be incorporated into the Fortran
Standard (ISO/IEC IS 1539-1).  WG5 therefore invites members and member
bodies to make proposals for further action, including specification of
requirements and nominations for project editor."

Six months later in San Diego WG5 resolved "that WG5 intends to produce a
new part of the Fortran standard to address the needs of the Fortran user
community for conditional compilation.

WG5 accepts the offer of the US member body to nominate David Epstein as
project editor and requests him to form a development body and to produce
alternative proposals in this area for consideration at the next WG5 meeting."

In Dresden David Epstein presented a draft of a Standard based on the
conditional compilation approach, while Keith Bierman presented a proposal
based on fpp.  WG5 resolved "that WG5 directs its convenor to request SC22
that the work item be divided to provide Part 3 of the Fortran standard,
which describes
conditional compilation, and to request SC22 to appoint David Epstein as
Project Editor."

SC22 agreed to this subdivision at its Plenary in September, and appointed
David Epstein as Project Editor.

In Las Vegas, WG5 needs to decide if the current draft is ready for
submission to SC22 for its first CD ballot, whether it requires more work,
or whether some other action is required.

Please read the draft, either in its email form or in the properly laid out
form which will, hopefully, be available later this week, and then reply to
me by email as follows NO LATER THAN WEDNESDAY 5TH FEBRUARY.  (Note that
whether you copy your informal ballot to the whole WG5 list is up to you.
It might be helpful, but you may wish to keep your coments conficential -
at least until after the ballot closes.)
