Subject: New JTC1 Procedures

To avoid any confusion regarding references to a "first CD ballot within
SC22" in recent emails from me I should mention that the new JTC1
procedures which were originally planned to come into operation last year
are now being phased in.  I shall provide more detailed information in my
report to the Las Vegas meeting (which will be placed on the server) but
for now I should simply say that under these new procedures there is a
requirement that the "final" CD ballot is identified as such;  the
subsequent Final CD ballot (FCD) will be a four month ballot and will be
the last stage at which ANY changes may be made.  Following a successful
FCD ballot there will be a two month confirmatory DIS ballot within JTC1 in
which only YES and NO votes will be acceptable (without any comments).  If
the document fails this ballot then it will return for one, or more, CD
ballots - ending with another FCD ballot.  The only exception is that minor
typos may be corrected after the DIS ballot.

The expectation, therefore, is that documents will, henceforth, have at
least two CD ballots, with the last one (FCD) being, in effect, similar to
the previous DIS ballot in the sense that the document should be complete,
but minor changes may still be made after the ballot.
