           X3 or its subgroups may vote to continue the membership despite
           failure of the member to comply with the membership criteria in
           item a) above."

Seems to me that this implies that we can set our own "rules" for attendance
but have to vote whenever they conflict with item a) above.  

My feeling is that the difference between "two out of three" and "three out
of four" is semantic quibbling - if a) 1) were rewritten to use the phrase
"three out of four" someone would say it meant "two out of three"!
