SC22 Recommendations on
ISO/IEC Electronic Distribution and Copyright Policy

[Note: Approved in Resolution D96-43 of JTC1/SC22 Plenary, September 1996.]

At this 1996 Plenary, SC22 discussed recent issues in distribution and
copyright, as described in JTC1 N4039 "Draft Policy Concerning the
Distribution of ISO Documents Electronically for the Presentation of
Standards",  JTC1 N4028 "Contribution from the JTC 1 Secretariat Staff on
Document Classification/Type" and JTC1 N4110 "ISO Technical Communique No.
34".

SC22 forwards the following recommendations for consideration by JTC 1:

1.      The established ISO/IEC JTC1 copyright policy has been clearly
specified for all participants to see in the JTC1 Directives, clause 10.2:

        "The copyright for DISs, ISs, DAMs, Amendments, DISPs, ISPs,
Technical Corrigenda and TRs belongs to ISO and IEC."

        The standardization of Information Technology within JTC1 often
deals with intellectual property of great value to participating
organizations.  Attempts to assert copyright before DIS will severely
impact the willingness of organizations to contribute technology and
specifications and to participate in JTC1 standardization and will lead to
correspondingly increased standardization activity in other arenas such as
consortia, Internet forums, etc.

        SC22 strongly urges JTC1 to request that ISO and IEC exempt JTC1
and its subsidiary bodies from any such change to established ISO/IEC JTC1
copyright policy.

2.      The imposition of new restrictions on distribution of
project-related documents (refer to JTC1 N4039, clause 2.2) will give the
impression or perception of closing a process that once was open to its
community of interest, and will further accelerate a trend toward standards
development outside of the ISO/IEC standards process.

        Experience within SC22 Working Groups has shown that comments made
by members of the larger community frequently lead to improvements in the
technical quality of the Standards.  The restriction of all project-related
documents to formally designated participants in the ISO system will reduce
the efficiency of much of JTC1's work and reduce the quality of its
products.

        SC22 strongly urges JTC1 to request that ISO and IEC exempt JTC1
and its subsidiary bodies from the distribution restrictions described in
JTC1 N4039, clause 2.2.
