SC22 Recommendations on JTC 1's Implementation of IT

[Note: Approved in Resolution D96-43  of JTC1/SC22 Plenary, September 1996.]

At its 1995 Plenary SC22 approved document JTC1 N3690 (SC22 N1965) "SC22
Recommendations on JTC 1's Electronic Document Formatting Guidelines" as
its initial recommendations for consideration by JTC1.  SC22 was pleased to
see that some of its recommendations were accepted in JTC1 N4054 "Revised
JTC 1 Policy on Electronic Document Distribution" and in JTC1 N3901 "Draft
Transition Plan for Implementation of IT in JTC1".

SC22 forwards the following further recommendations for consideration by JTC1:

1.      Add HTML to the list of acceptable file formats (refer to JTC1
N4054 clause 4.1);  the conventional file suffix is either  ".htm" or
".html".

2.      When a balloting form is being distributed in electronic form, a
plain Text file version should be distributed (in addition to any other
versions distributed), to permit straightforward reply via email.
Templates should be provided for ballots and other Forms in plain Text
version.

3.      Regarding the eventual stages of implementation of IT, Stage 3
needs to allow some role for brief email documents in addition to the
periodic document register (Refer to JTC1 N3901 "Stage 3".)  During
1995/1996, SC22 routinely used email for distribution of short documents.
The process was considered successful and led to an efficient use of the
recipient's time (as compared to the extra time involved in accessing a
remote server and locating the brief document of immediate interest).

4.      SC22 does not believe that scanning of documents should ever be the
responsibility of anyone other than the originator of the document.  In
particular, the burden of scanning, and verifying the accuracy of the scan,
should never be placed upon a Secretariat or a National Body.  We therefore
recommend the elimination of Stage 1.1 (refer to JTC1 N3901).

5.      SC22 concurs with the view that "Stage 2 - document distribution
solely via e mail" is not feasible.

6.      SC22 believes that Secretariats do not necessarily need to
"maintain" their own file servers;  in some cases, other organizations may
be willing to provide this service to a Secretariat, under the overall
control and direction of that Secretariat.  In particular, SC22 wishes to
express its gratitude for the services provided by dkuug.dk and Mr. Keld
Simonsen, particularly appreciating the ability to retrieve documents via
email as well as by direct server access.

7.      In Stage 3, we would revise the discussion of "access control" as
follows:

        "Wherever access control is required, access control may be
provided via a password,  or other equally secure mechanisms such as a
hidden directory name, which can be obtained from the national body."

8.      SC22 recommends that the JTC1 Ad-Hoc on Implementing IT should send
a survey to all the Project Editors, asking them what word processor (text
processor, etc.) was used for their Project, how many pages it contains,
and their comments on its Suitability, Ease of Use, Ease of Maintenance,
Overall Success or-Agony, etc.
