Subject: SC22 Plenary

As some of you will know, last week was the SC22 Plenary in London, which I
attended as Convenor of WG5.  I shall send out a short informal report
later this week, but in the meantime I thought that WG5 members might be
interested in the formal results of the meeting that affect Fortran and
WG5.

The following resolutions relate to Fortran (note that the final numbers
will be different):


Resolution 96-LON4: Project Editor for JTC1.22.02.01.03

SC22 appoints Mr Michael Hennecke (DE) as project editor for
JTC1.22.02.01.03 - Interoperability Between Fortran and C (TR,
type 2).


Resolution 96-LON5: Fortran "Enhanced data type facilities"

SC22 resolves to modify the scope of JTC1.22.02.01.04 in
accordance with SC22 resolution 95-5, to cover allocatable
components, allocatable dummy arguments and allocatable
function results (but not parameterized derived types), and to
change the title to "Enhanced Data Type Facilities" (TR type
2).


Resolution 96-LON6: Fortran conditional compilation

SC22 resolves to subdivide project JTC1.22.02 to create a new
project (JTC1.22.02.03) for the production of part 3 of the
Fortran standard IS 1539 on the topic of "Conditional
Compilation in Fortran".

SC22 appoints David Epstein (US) as project editor for this
project.

SC22 authorizes the SC22 secretariat to conduct a concurrent
ballot for CD registration and approval of the CD for the
project.


Resolution 96-LON7: Fortran ballots

SC22 authorizes its secretariat to conduct a concurrent ballot
for PDTR registration and approval of the PDTRs for the
following projects:

    JTC1.22.02.01.02 Floating point exception handling
    JTC1.22.02.01.03 Interoperability between Fortran and C
    JTC1.22.02.01..04 Enhanced data type facilities


These are all straightforward, and are what I asked for on behalf of WG5.



Resolution 96-LON28: Withdrawal of WG5 and WG14
synchronization plans

Whereas the Fortran and C projects are now I-projects in X3,
and there is thus no need for synchronization of independent
SC22 and ANSI projects, SC22 resolves to withdraw the
synchronization plans for WG5 and WG14.


This relates to the synchronisation plans that several working groups were
required to produce to ensure that JTC1 and SC22 balloting was in sync with
US Public Reviews, where the technical work was being carried out by a US
Technical Committee.  Since the introduction of 'I' projects by X3, this is
no longer necessary, as the I project process ensures synchronisation.



Resolution 96-LON43: Input on JTC1 ad hoc on implementation of
IT

SC22 approves N2293 and N2294 as its input to the JTC1 ad  hoc
on implementation of IT in London September 1996.

SC22 authorizes its chairman Mr Bob Follett to participate  in
the ad hoc on behalf of SC22.


N2293 is concerned with JTC1's moves towards electronic distribution of
documents by electronic means, including the restriction of the
availability of some electronic documents by some form of "access control"
(e.g. passwords).  SC22 is more advanced than many of the other JTC1
Sub-Committees in this regard - not least in having already moved beyond
"Stage 1 - distribution by diskette".  We had a number of suggestions for
improving the JTC1 proposals, including making html an acceptable
distribution format;  at present acceptable formats are rtf, Word 2.0+.
WordPerfect 5.1+ and Acrobat (pdf) - but NOT PostScript, which was removed
at the last revision.

N2294 relates to the action by ISO in extending its copyright to CDs and
WDs;  at present it only applies to DISs.  SC22 strongly deplored this, and
has formally urged JTC1 to request exemption for JTC1 and its subordinate
bodies (SCs, WGs, etc).

N2294 also refers to the proposals by ISO that all working documents should
be restricted to individuals and organisations that are formally part of
the ISO process.  If taken literally it would ban email messages on
technical issues being copied to the WG5 list and other lists such as
comp-fortran-90!  More seriously, it would ban technical proposals being
discussed with people outside the formal standards process.  Again, SC22
strongly deplored this, and has formally urged JTC1 to request exemption
for JTC1 and its subordinate bodies.

The JTC1 Ad Hoc meeting referred to in the Resolution takes place on
~Monaday and Tuesday this week in London, and is the third in the series.
It will be attended by representatives from member bodies (at the JTC1
level) and SCs.

I was (for my sins ;-) Convenor of the SC22 Ad Hoc that discussed these
issues, and the two papers that we produced, referred to in the resolution,
will be sent in separate emails for those interested to read.


Two other points from the Plenary:

1.  JTC1 had requested all member bodies to grade all projects as A
(actively participating), B (not participating, but considered to be
important), or C (of no interest).  We spent some time analysing the
(incomplete) returns from member bodies, and Fortran's projects came out,
as we would hope, as amongst the most important in the SC22 portfolio.

2.  We have a new member body interested in participating in WG5, namely
Finland - in the person of Petri Mahonen from the Department of Physics at
the University of Oulu.  He expects to be at our Las Vegas meeting in
February.


I shall try to deal with any email messages over the next few days, but
there appear to be about 300 new ones so it may take a little while!
