To X3J3 and WG5 -

In response to Bill Leonard's request for clarification of X3J3 membership 
requirements with regard to meeting attendance, the rule for many years has 
been that missing 2 out of 3 successive meetings puts one on the "endangered 
list" (as we've called it).  Being on the endangered list means that you need 
to attend (or be represented at) the next meeting in order to maintain 
membership.  This in effect means that you need to miss 3 out of 4 meetings 
for membership to be terminated; until that happens you are a full-fledged 
voting member of the committee.  Endangered members are indicated with double 
asterisks in the attendance list - see for example page 7 of the meeting 120 
minutes.

We've tried to communicate this clearly at virtually every meeting, but for 
some reason it just seems to be a hard thing to convey.  I hope this 
clarifies it for anyone else who might had a misunderstanding of the rules.
