To X3J3 and WG5 -

Maureen has distributed possible 3-meeting and 4-meeting schedules for X3J3 
in 1993, based upon the normal meeting patterns of the past several years.  
This note is to put forward a more "radical" idea for your reaction.

THIS IS NOT A PROPOSAL.  IT IS INTENDED MERELY TO SPUR DISCUSSION AT THE 
UPCOMING X3J3 AND WG5 MEETINGS TO INVESTIGATE THE MERIT/INTEREST, IF ANY, 
IN THE WORLDWIDE FORTRAN COMMUNITY HAVING JOINT MEETINGS/MEMBERSHIPS.

The idea is for joint X3J3/WG5 meetings at least once a year, to structure 
the meeting schedule so that it is feasible for every WG5 member to become an 
X3J3 member and every X3J3 member to become a WG5 member, and generally to 
get the two committees working more closely and effectively together.  The 
following format, of which there are many variations, would not (as far as I 
can tell at this time) require any rule changes at either the X3 or SC22 
levels and is compatible with the L12 plan under consideration.  In 
particular, the distinct roles, and corresponding checks and balances,  
envisioned in the L12 plan for the two committees would be preserved.

This is not a new idea (see, for example, item 2 on page 13 of the minutes 
for X3J3 meeting 120).  Here, then, is the germ of the idea:

This schedule has one WG5 meeting and three X3J3 meetings each calendar year; 
the WG5 meeting and one of the three X3J3 meetings is a joint meeting - see 
below a possible generic format for these joint meetings.  Three of the X3J3 
meetings are marked above with an asterisk (*), the Jan 1994, Jan 1996, and 
Jan 1998 meetings.  Any WG5 member that attended all of the joint meetings 
plus these three X3J3 meetings could also maintain X3J3 membership during 
this period.

(1) X3J3 membership is governed by the X3/SD-2 rules on membership.  (Anyone  
    can be a member of X3J3 by satisfying the meeting attendance and letter  
    ballot requirements and by paying the $300 annual fee.)  Under this joint 
    meeting arrangement all US members of X3J3 automatically would become  
    members of the US country delegation to the WG5 meeting; presumably a  
    similar situiation could apply to other countries as well.

(2) Each joint session agenda item is identified as either a WG5 agenda item  
    or an X3J3 agenda item.  When votes are taken, the voting rules are those 
    of the committee specified in the agenda item. 

There are, of course, many potential problems with such an approach, for 
example:
          - 2.5 meetings per year, effectively, may not be enough for 
            X3J3 to discharge its responsibilities

          - 0.5 meetings per year, effectively, may not be enough for 
            WG5 to perform its duties

          - this might increase "every other meeting" attendance at
            X3J3 meetings and thereby hurt effectiveness

          - the L12 checks and balances might in fact be compromised

On the other hand, effective use of email and electronic documents might 
allow this meeting pattern to be adequate, and the two committees working 
more closely together might increase efficiency and decrease "turn around 
time" for revisions.
