Subject: Procedures for Dresden meeting

We will have a lot of business to conduct in Dresden.  What I propose,
therefore, is the following:

On Monday morning we will process items 1-5 of the Agenda, and item 6 if
there is time.

In the afternoon I propose to allow a MAXIMUM of 30 minutes for each of the
sub-items for agenda items 7 (TRs) and 8 (Other subgroups).  During each
half-hour I would like the editor, or other nominated person, to give a
SUCCINCT summary of where the process is at, and what, if anything, still
remains to be done.  During the 30 minutes allotted there will stil,
hopefully, be time for a VERY BRIEF discussion, but the most important
matter will be to ascertain how much more work needs to be done during the
meeting and when, therefore, the project can return to the full committee
for a final resolution.

There are, at first sight, four possible resolutions for the TRs:

1.  Ready (possibly after minor editorial work) for submission to SC22 for
balloting.

2.  Almost ready now, and will be ready by the end of 1996.  In this case I
would expect to submit the draft TR for a WG5 letter ballot no later tha
January 1997, with a view to submitting it for an SC22 ballot no later than
March 1997.

3/4.  Unlikely to be ready by the end of 1996.  This means that the project
will not satisfy the criteria agreed in Tokyo and San Diego.  We shall need
to decide whether

   3   to allow a delay until (I suggest) next year's WG5 meeting AT THE
       ABSOLUTE LATEST, with no possibility of further extension, or

   4   to abandon the project now.


In the case of the other three subgroups (agenda item 8) we have first to
decide whether to pursue this activity as

(a)  a Technical Report

(b)  another (optional) Part of the standard

(c)  part of the next revision of the main standard (IS 1539-1)

or whether not to pursue it at all.

If we decide on option (a) or (b) then we have further decisions to make
regarding the timing, etc.  In these cases I shall need to request the SC22
Plenary in September that we be allowed to pursue our chosen path.


On Tuesday, I plan to deal with Agenda item 6, unless we got to it on
Monday morning, and then spend the rest of the day on Item 9 - Requirements
for Fortran 2000 - and 11 (WG5 Strategic Plan), insofar as the latter
relates to the development of a successor to Fortran 95, and in subgroups.

Wednesday and Thursday will be mainly devoted to processing remaining work
under items 7, 8 and 9, either in full committee or in subgroup.  Note that
Wednesday afternoon/evening is already earmarked for what sounds like a
very interesting social event.

Items 10-14 will probably not be discussed formally until Friday.


I cannot guarantee that things will work out just like this (;-), but I
hope that it will be along these lines.

In particular, this means that all sub-project editors, or other nominated
persons, should be prepared to give a SHORT presentation on the state of
their project, the work remaining, etc, on Monday afternoon.

If anyone has any queries, problems, suggestions, please let me know as
soon as possible.
