I would like to draw your attention to N1192

  Proposed Part 3 of Fortran Standard (Conditional Compilation)

which is the Fortran-like conditional compilation definition in a
paper that is prosposed to be the full Part 3 of the Fortran standard.

In Dresden, we need to choose between this definition and an alternative 
approach (fpp, a full-blown preprocessor with macro expansion, cpp-like
with Fortran-safe considerations.)

After deciding on the approach/definition, we get to decide if the
current document is complete.
