I have made progress on this in that I have drafted a rationale document
which discusses the issues associated with the TR and in particular
addresses the concerns raised by X3J3. I also modified the edits in the TR
to apply to the 95 R2 document.

I won't bore you with the reasons why I've not sent this to the list yet
except to say that I am trying to get the document into good enough shape
that we don't have to go through all the old objections again.

I have been unable to work on it for several weeks due to other
commitments but I do hope to release it in whatever form it is
in in the near future.

Please convey my apologies to X3J3 for the delay and the apparent lack
of activity.
