I thought I replied to this one, but I have not seen it come out.

The discrepancy was INTENTIONAL. Inquire specifiers are supposed to be
default integers; OPEN etc. are integers. The reason is that inquire
comes back from the system, and the others are transmitted in the other
direction. I don't remember all of the arguments, and maybe they need
to be revisited, but it IT WAS NOT DONE BY ACCIDENT!!!

I will be at Las Vegas and I will try to keep something precipitate
from being done on this without the proper research into why it was
done in the first place. The person who remembers is Joan Brixius.
