Nick Stoughton opened the agenda ad-hoc meeting at 09:05 on 19-May.

Laurie Burbridge, Director of IT Services, University of Exeter, welcomed WG15 delegates to the UK and to Exeter. He encouraged WG15 to continue its work - good standards are the basis of many of the facilities that are too easily taken for granted, especially in information technology. Laurie later joined WG15 delegates for lunch to continue the discussion.

9610-01 Japan and Netherlands - provide URLs and other information they would like posted to the WG15 web page (rolled over from 9510-08 on National Bodies and 9605-01 on Japan and Netherlands).

9610-02 U.S. - investigate the availability of the text in electronic form for the most complete merged copy of 1003.1, its integrated amendments, and corrigenda, and transfer the text to Denmark when it is available. (rolled over from 9510-16 and 9605-03).

Closed: Denmark has received the text.

9610-03 Denmark - report at the May, 1997 WG15 meeting what the state of their LIS work is, and what they expect to be able to accomplish. (rolled over from 9510-23, 9505-24 and 9605-05).

Open. Denmark has made a little progress, more is hoped for this week.

9610-04 Project Editor - request ITTF to assign part number 0 to IEEE 1372 LIS for JTC1 numbering. (rolled over from 9510-25 on the Project Editor and 9505-42) (former open action items 9310-64, 9405-28, 9410-07 and 9605-06).

9610-05 Convener - write a cover letter to National Bodies to consider the general issue of subsetting base standards from within profiles during their review of 1003.13.(rolled over from 9510-34, which came from RGCPA issue #6 and 9605-07).

9610-06 U.S. - forward the appropriate draft of IEEE 1003.1g as ISO/IEC 9945-1 Amendment for Protocol Independent Interfaces (JTC1.22.21.01.03.03) to the SC22 secretariat for PDAM registration and ballot. (rolled over from 9510-41 which came from R 95-317, and 9605-08).

9610-07 U.S. - make all working drafts from the development body available in a manner consistent with the JTC1 on-line access policy. (rolled over from 9605-16).

9610-08 Denmark - look for a solution to the problem of extended identifiers in 1003.2 (from RIN issue 0) and report back. (rolled over from 9605-21)

9610-09 Netherlands and Denmark - have their technical experts identify any specific elements of the Single UNIX Specification that should be included in POSIX. (rolled over from 9605-46).

9610-10 Keld Simonsen - set up a restricted access web server for WG15 use on which WG15 can put up drafts or other controlled access documents. (rolled over from 9605-30).

9610-11 U.S. - provide an electronic version of the POSIX 1003.13 profiles presentation to put on the WG15 web page. (rolled over from 9605-31).

9610-12 U.S. - provide a summary of the option annexes in the POSIX standards to be put on the WG15 web page. (rolled over from 9605-32).

9610-13 Denmark and Japan - work with the WG15 SGFS liaison (Willem Wakker) to figure out how National Profiles could be incorporated into TR-10000. (rolled over from 9605-33).

Open. Japan has yet to discuss what appears to be an ever more complex issue with Willem Wakker, as has Denmark.

9610-14 U.S. - provide the latest drafts of 1003.10 and 1003.13 for evaluation of consistency with TR-10000, and send out the required cover material (the 'explanatory report') for WG15 review and comment. (rolled over from 9605-34).

Closed. This is discussed under two later action items.

9610-15 Denmark - create a proposed scope and purpose for new IEEE 1003.2 utilities, which can then be used for both an SC22 work item and an IEEE PAR. (rolled over from 9605-36).

Open. Two Danish experts are currently working on this AI. The Danish AI report, N723, refers.

9610-16 Editor of POSIX National Profiles and Locales - incorporate N658 into that document. (Keld is editor). (rolled over from 9605-48).

Open. The base document has not yet been received from Japan. Professor Saito, Japan, believed the document was sent after the Munich meeting, from Suehiro san to Keld. The document has not changed in the last two years. Denmark to check and refer back to Japan. [Later in the meeting Denmark acknowledged that the document had been received].

9610-17 U.S. - provide assistance with the LIS PAR to be revised. (rolled over from 9605-49).

Open. The U.S. is ready to assist as soon as a request is made - none has yet been received. There was discussion as to what Keld had already been supplied and what was required by the IEEE process.

9610-18 P9945-2 Project Editor - call and conduct an editing meeting to create, approve, and forward to the SC22 Secretariat, a disposition of comments for IEEE 1003.2b (JTC1.22.41). (R 96-334) (rolled over from 9605-53).

Open on the Project Editor, Stephe Walli. Denmark indicated that they wished to take part in the discussion on this. A calling email from Stephe Walli appears not to have reached Keld. No disposition of comments document has been produced, so far as WG15 is aware, and the project is currently stalled.

WG15 pursued this problem via email during the course of the meeting; responses and actions appear under later agenda items.

9610-21 U.S. - invite the development body for proposed work on the Guidelines for POSIX National Profiles and National Locales to hold one of its meetings each year in conjunction with the first WG15 meeting of the year. (R 96-336). (rolled over from 9605-57).

Closed. The U.S. has issued a standing invitation. The next IEEE meeting is in Reno, Nevada and the following WG15 meeting is in Cornwall, Canada.

9610-22 U.S. - get approval of the U.S. development body on the new synchronization plan as amended by WG15 N676. (R 96-343). (rolled over from 9605-63).

Closed. The IEEE SB approved this in February. [Note: the synchronisation plan as amended in WG15 N676 was further revised during the course of this meeting - re-approval will be required].

9610-23 Project Editor (Stephe Walli) - call and conduct an editing meeting to create, approve, and forward to the SC22 Secretariat, a disposition of comments for IEEE 1003.1a System API Amendment (JTC1 22.39).R 96-345). (rolled over from 9605-67).

Closed. The Project Editor has determined that no meeting is necessary.

Open. The Project Editor offered abject apologies to WG15, and assured the group that the action will happen as soon as other pressures allow.

9610-26 Project Editor (Martin Kirk) - call and conduct an editing meeting to create, approve, and forward to the SC22 Secretariat, a disposition of comments for IEEE 1387.4 Print Administration (JTC1 22.15068-4). (R96-345). (rolled over from 9605-73).

Open. Martin Kirk hopes to have time available to dispatch the action item in the near future, and apologises to WG15 for the delay. There is just one substantive comment, from the Netherlands, which does not appear to be difficult to resolve.

9610-27 Convener - call and conduct an editing meeting to create, approve, and forward to the SC22 Secretariat, a disposition of comments for IEEE 1003.1j Advanced Real Time Extensions (JTC1 project number not yet assigned). (R 96-346). (rolled over from 9605-75).

9610-31 WG20 Liaison - ask WG20 for an interpretation of non-break space, soft hyphen (see N674 items 1 and 2)and toupper(i) (see N674 item 3).

9610-32 Keld Simonsen - Update WG15 Web page with a pointer to the WG20 document on Cultural Convention Specifications.

Closed. This has been made available on the closed WG15 web pages, and will be moved to the open pages, in line with current JTC1 regulations.

9610-33 National Bodies - Review the Web pages, especially the document on Cultural Convention Specifications and report any comments to Keld Simonsen.

Open. MBs have had insufficient time to make response - especially since the latest version was posted to the web pages only on 19-May (this morning). Comments to Keld Simonsen by 6-June to hit the first (Registration) ballot deadline, or early September to coincide with the CD ballot period.

9610-34 WG20 Liaison - Forward N694 (section answering action item 9605-40) to WG20 for their consideration.

Closed. This is addressed in 14652, see above.

9610-35 U.S. - forward IEEE P1387.3 to the JTC1 secretariat for DIS balloting as soon as possible.

Open. The U.S. has requested that the IEEE complete this by 10-July.

9610-36 U.S. - forward N694 (items answering action item 9605-43) to the development body for their consideration and a response.

Closed. N721, the U.S. Action Item report, refers. The development groups do not believe that the standard is broken in this area.

9610-37 National Bodies - inform Martin Kirk if you want a CD-ROM (Windows version) of Single UNIX Specification.

9610-38 Convener - Instruct JTC1.22.42 and JTC1.22.43 Project Editor (Casey Schaufler) to conduct the disposition of comments meetings for 1003.1e and 1003.2c as soon as possible and provide the report to WG15 and SC22 after a review by the U.S. and Netherlands National Bodies.(see R96-334 and action items 9605-54 and 9605-55)

Open. The distribution mechanism is currently under discussion in the IEEE. The document is currently about 1600 pages.

Closed. No WG15 MB made any substantive response.

9610-50 X/Open Liaison and U.S. - Inform WG15 of any work which might be coming into the arena in the next 2 years so that WG15 can plan ahead.

Closed. The U.S. responded that it expected no new work to be forthcoming in the next two years. X/Open can identify no new work at present, although some can be anticipated in the Software Administration area.

9610-51 U.S. - Report to the next WG15 meeting the scope and purpose and anticipated time scale of the work being done in P1003.1m. (Checkpoint/Restart) and P1003.1p (Resource Limits).

Closed. Attendance of both groups has fallen dramatically. 1003.1m may be taken up by the SRAS group. 1003.1p may be aborted via removal of IEEE PASC sponsorship. Both of these items may go away before thay impact WG15. N721, the U.S. Action Item report, refers.

Action on MBs to provide feedback to Roger Martin by 11-July as to whether work on 1003.1m and 1003.1p should be pursued, and whether manpower can be provided - lack of additional manpower will result in the cancellation of the PARs.

9610-52 Project Editor (Keld Simonsen) - Prepare an example of a LIS function of 9945-1 using both IDL and LID. Distribute these examples to WG15, requesting National Bodies to review and comment on the work.

9610-53 National Bodies - Notify Keld Simonsen of any available experts in the area of LID and/or IDL usage.

Closed. Denmark recommended that Keld Simonsen was an available expert. The U.S. offered a number of experts (including Ed Barkmeyer, Craig Schaffert and Paul Rabin), currently working in WG11. No other nominations were forthcoming.

9610-54 Convener - Check the status of P1387.2 (Software Administration) to ensure that DIS ballot has been initiated.

Closed. The ballot has been initiated.

9610-55 U.S. - Recommend the course of action that should be taken (PDAM Ballot or Final PDAM Ballot) for P1003.1a. after it completes the current IEEE ballot.

Closed. U.S. recommends that the document (Draft 14) go for Final PDAM ballot.

9610-56 Convener - Send P1003.1j Draft 5 to SC22 secretariat for PDAM registration only.

9610-58 Convener -- Ensure that SEC N434r3 (Interpretation Guidelines) gets posted to the WG15 Web server.

Open. The Convener is trying to determine an effective way of doing this.

9610-59 U.S. - Inform the PASC Functional Chair for Interpretations of the names of the Project Editors for the ISO POSIX standards

9610-60 U.S. - Submit all relevant completed Interpretations as a proposed record of response to WG15.

Closed. The latest set of interpretations were made available by email. All the earlier interpretations are available on the Danish web server.

9610-61 National Bodies - Submit the names of any additional experts who might wish to take part in the Interpretations work, to the Convener by 1996.12.31.

Closed. The UK is already involved. There were no nominations from other MBs. The U.S. proposed that future requests for experts be made when interpretations were requested for 'new' standards.

9610-62 National Bodies - Review the proposed records of response and submit any comments to the WG15 reflector and be prepared to discuss them at the May 1997 WG15 meeting. Any comments requiring change MUST be submitted in writing to the Convener by 1997.04.01.

Closed. This discussion will take place under a later agenda item.

9610-63 Convener - Forward the nomination of Don Folland as Project Editor of JTC1.22.38 and Norm Aaronson as Project Editor for JTC1.22.21.02.03 to SC22.

Open. This will form part of the WG15 report to SC22 in September 1997.

9610-64 Convener - Forward the disposition of comments contained in resolution 96-354 to JTC1 SC22.

Open. This refers to the Shell & Utilities Batch Extensions. Bill Rinehuls has not received the said disposition.

9610-65 National Bodies - Consider changing the frequency of WG15 meetings to be on an annual basis.

2. Status, Liaison and Action Item Reports [written please]

2.1 Issues List [SD3] Vicechair

Issue 2: Pending completion of Action item 9610-13.

Issue 3: This is resolved in the PASC 1003.2b standard.

Issue 4: Action item 9610-05 refers.

Issue 8: Keld Simonsen reported that WG20 is working on a script concept. WG20 14652 (Draft 7, which was posted to the web site on 19-May [today]) refers.

Issue 9: There is progress on this Issue in the IEEE PASC .2b group.

Issue 10: KS reported that there is a little progress in that a number of people have been identified to work on it.

2.2 JTC1 actions affecting group [N709 to N718]

Convener

Re N709: The Convener reported that JTC1 was in the process of reengineering its operation. The NP presented in ET01 is an example of the requirements specified in N711. The reengineering exercise is expected to review the market relevance of (a sub-set of) the JTC1 work items, which will be reflected in JTC1's attitude and regulations on future work.

The revised JTC1 Regulations require that, if a CD ballot is not nominated as a 'Final CD' then a further 'Final CD' ballot will have to be initiated, following a cut-off date of August 1997 for submission of Disposition of Comments on CDs.

There has been much JTC1 discussion of electronic publishing of drafts and working papers. September 1997 should see a move to wholly electronic working, in terms of papers and drafts being published on the web.

Keld Simonsen reported that ISO, ITU and IEC are also making changes to electronic publishing rules.

WG15 N716 specifies JTC1's revised scope, mission, principles and objectives.

ISO has agreed that on-line drafts should be publically available (experimentally) for one year. Once drafts reach DIS level they should only be made available on restricted-access sites. There may be some concern in the IEEE about how their rules coincide with these JTC1 guidelines. PASC is willing to follow JTC1 guidelines to the extent permitted by the IEEE.

2.3 SC22 action, Convener Report [N719]

SC22 N2416 (replacement for SC22 N2401) was deemed to be required for this discussion. Emails were sent requesting a copy. [Note: A copy of SC22 N2416 was received by start of business on 20-May, and is dealt with later in the agenda].

2.4 Report on IEEE PASC Standards [SD11] U.S.

Projects

A new version of SD11 was issued on April 30 by Jay Ashford.

Action on the U.S. to put IEEE 2003 (aka 13210, for Final CD ballot) on-line as a test case for the new on-line document guidelines.

2.5 Liaison & Working Relationship Reports:

Keld Simonsen queried whether WG15 should establish a liaison to the Java Study Group. The concensus of the meeting was that WG15 should wait until the JSG became an authorised working group. Keld Simonsen was concerned that Java was reinventing areas in which WG15 has an interest, and that once a Java WG was established WG15 should be able to make direct representations. Keld added that he may be available to fill the post of liaison if no more suitable person could be identified.

2.5.1 WG9/Ada--- RRG Action/Status [email] Ted Baker

Ted Baker's emailed report indicated that he was on the mailing list for both WG15 and WG9. The report said that he would report the status of the Ada binding fast-track to WG9 at its next meeting, when the ballot should have closed.

2.5.2 WG11/Cross Language [N] Paul Rabin

The LIS work is going to SC22 for review, and is available on the WG11 web pages for those members interested in the work.

2.5.3 WG20/I18n [N724] Keld Simonsen

WG15 N724 refers. The framework document has been approved and published. 10176 is out for DTR ballot. The Ordering and Comparison document is about to go for Final CD ballot. The Cultural Data document, compatible with the POSIX locale and charmap document, is being progressed.

There are no specific requests from WG20 of WG15 at this time.

2.5.4 WG21/C++ [N] Nobuo

The document is about to enter DIS level. There is no requirement to define a POSIX C++ API.

2.5.5 SGFS [N] Willem Wakker

There was no report from Willem - this WG15 meeting overlaps with an SGFS meeting.

2.5.6 WG22/PCTE [WG15.989] Keld Simonsen

Email WG15.989 (issued this morning) indicates nothing to report.

2.5.7 WG14/C Language [N725] Keld Simonsen

The new standard includes some enhancements to date/time handling, etc, and the U.S. development body is requested to review the new information in email WG15.859

A previous action item on the U.S. development body has been framed.

2.5.9 X/Open (Category C) [N] Martin Kirk

Nothing to report.

2.6 Editors Reports [N723]

The Danish Action Item report, N723, includes a Project Editor report on the LIS work.

The other Project Editors present at this meeting gave verbal reports indicating that they had nothing to report.

Roger Martin, U.S., expressed dismay at the lack of input from those Project Editors not attending the meeting, and proposed that WG15 take action to extract reports from Project Editors. There is a continuing problem of getting up-to-date reports from liaisons and Project Editors. WG15 decided to use the on-line facilities available to this meeting to issue requests to non-respondents, asking for input to WG15 in the next two days of its meeting. The chair was charged with creating and issuing the email at 16:37, 19-May.

WG15 actioned its Convener to remind all Project Editors and Liaisons on 1-September to submit written reports, to be received in time for the following WG15 meeting.

2.7 Defect Reports/Interpretations & Corrigenda [N]

Keld Simonsen noted that the interpretation reports referred exclusively to IEEE documents. The Convener talked through the interpretations process. WG15 now has the full set of POSIX interpretations. These should be considered a record of response relating to those standards in the domain of WG15, and WG15 needs to advise SC22 that these are available (on the WG15 web pages). During the following debate, Keld Simonsen proposed that these responses be aligned with the ISO Defect Report process.

3.0 Specific actions for this meeting

3.1 Record of Response treatment for U.S. submitted interpretations response

A resolution was proposed to accept the Defect Reports as posted on the web site and to recommend the responses to SC22 as WG15's considered interpretations responses. One defect report, number 78, (the incorrect substitution of '-1' for 'NULL' in a published standard) is substantive.

A lengthy debate followed. The Convener referred to the (revised) WG15 Synchronisation Plan as to correct procedure in handling the defect reports.

Action item on Keld Simonsen to apply a global edit to the interpretations responses so that they refer to the appropriate ISO standards, and to add the resulting document to the WG15 web pages in place of the IEEE-oriented version.

Action on the Convener to create a record of response for SC22, referencing the interpretations responses to be placed on the public WG15 web pages, at:

Re defect report #78, relating to Section 5.1.2.4 line 118 in the OpenDir() function, 9945-1:1996 2nd Edition. The text reads "the function shall return -1 and set errno" has been misprinted and should read "shall return NULL and set errno". The meeting resolved to instruct its Convener to report the error as a misprint to ITTF, and ask it to resolve the problem in the most effective way available.

3.2 UK discussion on reserved name space concerns [N730]

N730, describing a perceived problem with the swathe of names reserved in POSIX standards, was presented.

Action item on the U.S. to forward N730 to the U.S. development body for its consideration and response. WG15 felt the appropriate target should be the System Services group in IEEE PASC.

3.3 Discussion of N720, the updated Synchronisation Plan [N720]

N720 was circulated electronically prior to the meeting. It adds the concept of 'Final CD' to the plan, as per the JTC1 regulations as recently revised, and effectively requires Member Body input at an earlier stage in the voting process. Where substantive changes are made in a 'Final CD' ballot, the plan now allows for multiple 'Final CDs'.

Member Bodies should note that it is no longer possible to make substantive changes at the DIS level. This fits with the IEEE final ballot mechanism, where major changes are not permitted.

Keld Simonsen noted that these changes addressed some of the issues which Denmark has raised in the past with the Synchronisation Plan, but that some remained, relating to the timing of the CD ballots. Keld Simonsen noted that the new JTC1 regulations permitted the Project Editor to decide whether CD or 'Final CD' was appropriate, and discussion led to the conclusion that NP, Registration and simultaneous Final CD was also possible.

Roger Martin, U.S., was concerned that managerial control might be lost where communication with the WG15 Project Editors was less than perfect, and wording was added to the Synchronisation Plan to ensure that WG15 retained control of its projects, asking for recommendations from MBs at the CD Registration stage.

Keld Simonsen raised a number of further concerns with the Synchronisation Plan; the meeting decided that attendees should consider these concerns, particularly with section 2.2.5, during a recess and revisit the Plan later in the day.

The debate resumed at 15:50, 20-May.

Other corrections to the wording of the Synchronisation Plan were made, particularly to sections 3.2.1 and 4.3.

Denmark proposed that WG15 should request an extension of one further year in order to produce a CD. Problems in obtaining the input text were cited as the primary reason for the delay over the last year.

WG15 approved the extension of the LIS work item.

Nick Stoughton, UK, stated that a revised PAR was required to progress the work through IEEE PASC, and that the Project Editor must submit one in the next week in order to gain timely approval from the PASC PMC, and thence to PASC SEC. IEEE SB meets next in September to formally approve the working group.

Keld Simonsen, Denmark, requested that a (virtual) editing meeting should be held to discuss the proposed resolutions. The Convener agreed that this was in line with procedure. Stephe Walli's response indicates that he believes proper discussion took place at the WG15 Copenhagen meeting. The Ballot in fact closed at the end of May 1996, a week after the WG15 meeting, therefore the discussions at the WG15 meeting could not have considered all the possible ballot comments. WG15 N679 contains the ballot comments.

Professor Saito, Japan, queried whether the required responses following the WG15 Copenhagen meeting were in fact emailed to the following IEEE meeting for their consideration and response.

The draft containing the UK changes is currently in IEEE ballot; a subsequent draft which may contain (parts of) the XNet input is being debated.

A working draft of the document should be circulated through SC22 for review as soon as one is available.

5.9 22.15287 OSE Profile Projects

6.0 New Business

6.1 New Project Request:

Guide for Developing User Organisation OSE Profiles [ET01]

This is a proposed NP, introduced by the U.S. member body, to establish a mechanism defining the development of User Organisation profiles. The resulting document will be a TR, rather than a standard. The U.S. proposed that WG15 should consider taking on the work associated with the proposal.

After discussion WG15 resolved to indicate to SC22 and JTC1 that it would be willing to take on the work associated with the proposed Guide for Developing User Organisation OSE Profiles NP.

Action item on the U.S. to provide to WG15 a final corrected and updated copy of the NP proposal form for its information, and for reference in its Resolution to SC22.

6.2 Y2K - Discussion of IEEE Activities

The IEEE is working on a TR describing year 2000 problems. WG15 was asked to consider whether and how this should be progressed within ISO. The BSI has DISC PD 2000-1:1997 - A Definition of Year 2000 Conformity Requirements. A trawl of web sites indicated that a number of organisations have pages describing Year 2000 problems and proposals.

6.3 Future of Standardisation in PASC/Discussion of IEEE Activities

The U.S. advised WG15 that the IEEE PASC SEC April meeting was posed the question as to whether IEEE PASC should continue to produce standards of any sort. This will be discussed fully at the next IEEE PASC meeting, in July.

The politically correct presentation of this issue is this: the future of standardisation within PASC has been queried. Specifically there are a number of places where 'Unix' standardisation has historically taken place, but some of these have coalesced in the recent past. Would further consolidation be beneficial? Should X/Open move all its efforts to IEEE PASC, for example, or both those bodies move their resources to WG15, which would then become a technical working group.

The hidden agenda is this: standardisation is, superficially at least, expensive, and therefore the removal of all further standardisation activities has a cost benefit to (many) vendors.

One scenario might be that X/Open take over all POSIX standardisation activities, and submit all its work for ISO fast-track. This would side-step IEEE PASC, and remove any requirement for WG15 involvement altogether.

It was observed that were WG15 to take on the full range of POSIX standardisation, JTC1 requires that it maintains a minimum of five participating member bodies. Currently WG15 has many more than five participating members, but this does not reflect its ability to support the full technical work-load.

WG15 concluded that it was uncomfortable with the idea that it may become solely responsible for the production of the whole range of POSIX standards without a much higher commitment of resources.

WG15 is concerned that the current high degree of co-ordination between the existing bodies - IEEE PASC, X/Open and ISO - should not be lost. WG15 would be unhappy if consistency was lost and that conflicting standards were therefore produced. In the event that production of POSIX standards was moved into a single body - which would be one way of encouraging a consistent set of standards - WG15 would be concerned if participation in that process were limited in any way.

WG15 notes with concern the suggestion that the work of IEEE PASC in particular should cease; WG15's relationship with IEEE PASC has been extremely productive and beneficial to the international community.

WG15 resolved to send a message of support to IEEE PASC, encouraging it to continue its work.

6.4 Future WG15 Meeting Schedule

WG15 debated whether it would be prudent to reduce the frequency of its meetings, given that its last meeting completed work by midweek, and this meeting was anticipated to complete in three days. There was concern that reduction to one meeting per year would lose synchronicity with IEEE work and with ISO ballot schedules. It was suggested that co-location with an IEEE PASC meeting could ease this concern. Denmark indicated that it would be unhappy if all WG15 meetings were to be held in the U.S. in future.

The Convener pointed out that WG15 has a large number of active work items at the present time, and that reduction of the frequency of meetings would be inappropriate before 1998.

David Blackwood, Canada, was concerned that a reduced meeting frequency might cause a further reduction in participation at WG15 meetings. Responses from individuals and from MBs around the table indicated that meeting frequency would have no effect on participation.

Roger Martin, U.S., reflected that the function of WG15 had moved over the years to be one of 'standards administration', and whether WG15 should ask itself whether it should be more actively involved in administering its Disposition of Comments meetings, and scheduling its work around those.

It was noted that the Internet connection provided at this Exeter meeting of WG15 has proved to be extremely useful - possibly more so than was originally hoped. It may be beneficial to exploit this in the future, and advise non-attendees that they can expect to be virtual participants in future WG15 meetings, where Internet facilities can be provided.

Debate moved on to discuss scheduling future WG15 meetings for just three days, rather than four or five. Ron Elliott, Germany, said this would be one sure way to bar attendance of a number of members who might have lengthy journeys (and thus high travel costs) to attend a meeting.

Roger Martin, U.S., proposed that co-location of meetings (with IEEE PASC) would be one way to increase the value of a meeting for all parties.

WG15 concluded that co-location of two three-day meetings over the next year or so would be the most productive course of action.

It was concluded that WG15 would benefit most by linking with IEEE PASC, and WG15 will encourage PASC and The Open Group to locate their meetings in April as near to each other as practicable. WG15 confirmed the requirement that it would decide at each meeting whether it should hold its meeting scheduled one year in the future.

WG15 noted that SC22 would be meeting - probably in September 1998 - in Copenhagen, and that co-locating with that meeting may be advantageous. Keld Simonsen was asked to informally investigate possibilities here.

6.5 JTC1 Business Plan [N2416]

The Convener talked to the JTC1 business plan, and noted, with respect to the requirement to specify WG15's Co-operation and Competition, that Windows® (95 and NT) is the primary competitor to the POSIX portable application platform. The Convener asked for guidance as to what else should be included in his proposed report to SC22 in September, responding to the JTC1 Business Plan requirements.

Professor Saito, Japan, noted that with the withdrawal of the distributed file system document (TFA), POSIX now had a gap in its standards base, and that this should be noted in the report.

WG15 recognised the risk that, if all systems comply to a single (set of) standards, then a single fault in the standard (eg the Year 2000 problem) could incapacitate a large sub-set of the platforms in use, possibly simultaneously.

David Blackwood, Canada, noted that HP is enthusiastic about the amount of new business which conformance to the POSIX set of standards has brought it, and that this should form part of the Convener's report.

Ron Elliott, Germany, stated that many major vendors are reducing or withdrawing their levels of participation in standards activities worldwide, limiting participation to academics and other minor users.

The Convener proposed that he would circulate the final form of his report to WG15 for comment before the SC22 meeting.

6.6 Numbering of LIS Work Item.

Keld Simonsen reported that ITTF had responded to him during the course of the meeting that it could not allocate the presumed part number (9945-0) to the POSIX LIS work item. He asked the meeting for guidance.

WG15 indicated that it would appreciate ITTF reconsidering its decision, in order to retain alignment with the IEEE standards. If this was not possible, other suggestions from ITTF would be considered.

Action on the Convener to search the SC22 resolutions for a precedent regarding the numbering of the LIS work as 9945-0, and to approach ITTF with a request to use that identification.

6.7 Convener.

The WG15 Convener's term of office is about to expire, but Jim Isaak anticipates that he will be able to continue for one more year in that post.

Action on MBs to seek volunteers for the post of WG15 Convener, for three years from September 1998 at the latest - August 1997 at the earliest. Applicants should have sponsorship from their employers and their National Bodies.

Action on the Convener to draw up and distribute to WG15 a job description for prospective applicants for the post of WG15 Convener.

Whereas it is desirable that Member Bodies have both sufficient time to review draft documents and the opportunity to comment formally on such drafts as early in the process as possible, WG15 approves its synchronization plan as amended in N733 and instructs the WG15 Convener to forward N733 to SC22 and the US Development Body for approval.

9705-369 Printing Errataum
WG15 requests its Convener to notify ITTF that a printing erratum has been identified in the printed version of 9945-1:1996 2nd Edition, section 5.1.2.4, line 118. In the opendir function, the return value of "-1" should be "NULL" but is erroneously printed as "-1". WG15e requests ITTF to take any action necessary to notify existing purchasers of the standard and all future purchasers.

9705-370 PASC Future
Whereas iIt was brought to WG15's attention during this meeting, that IEEE PASC at theirits next meeting in July 1997 proposes to discuss the cessation of their POSIX standards development. process,
therefore, WG15 expresses its concern at this proposal and recommends that the excellent cooperation between WG15 and PASC continues in the area of POSIX standards development.

9705-371 Request for Extension for LIS
Whereas 22.21.01.01 has not reached the CD stage within the required time limit, therefore WG15 requests that SC22 extend the deadline for this project for a further year.

9705-372 WG15 Meeting Schedules
WG15 resolves to confirm the requirement, date and location for everyeach meeting at least 12 months in advance and to try to meet in conjunction with peerother relevant groups.

WG15 expresses its appreciation to the BSI and the University of Exeter, and particularly to Mr. David Cannon, for hosting an excellent meeting and also to BSI, X/OpenThe Open Group and Pert Systems for hosting an excellent dinner.

Appreciations also go to Mr. Nick Stoughton for acting as Chair of the meeting and to Mr. David Cannon for his hard work as Secretary and to Exeter University IT Services for supplying the excellent high-tech infrastructure.

WG15 also offers its assistance to BSI to help in the redefinition of the "8 Mile" standard, as it appears that there is too much Devonian influence in the current standard.
