For both cases, whereas most of those documents are also licensed under an open source license, for example GNU Free Document License, ISO/IEC should allow everyone to access to the international standard freely, unless ISO/IEC get special agreement from the authors of the original documents. The publication methods need to be discussed in the ISO/IEC JTC1/SC22/Linux study group and should be proposed to ISO/IEC JTC1 for approval.
