This message is for anyone who might attend, either in person or virtually,
June's J3/WG5 meeting. Earlier this year, INCITS hardened its rule (quoted
below) forbidding INCITS committee meetings to be held "in the same room
and at the same time as a meeting from another organization even if there
is substantial overlap in membership". When they first put forward this
rule there was a process to apply for an exception, but now that option is
gone.

The way we are going to deal with this is as follows: J3 (INCITS/Fortran)
is going to meet from 9AM Monday, June 24 through 12PM Thursday, June 27
(all times PT UTC-7). There will be a break for lunch, and WG5 will then
meet from 1PM Thursday through 5PM Friday, June 28. The primary business at
this meeting will be to firm up the feature list of Fortran 202Y. Most of
the week's work will be done by J3, and then WG5 will discuss and vote on
feature lists submitted by various national bodies.

Most WG5 members who typically attend J3 meetings are also J3 members, so
there's no problem with them attending the J3 meeting. Anyone who is NOT a
J3 primary or alternate member, and who wishes to attend the J3 meeting as
a guest, must notify Reuben in advance so that he can obtain permission
from INCITS. Note that this also applies to virtual participants. All J3
guests will be required to "sign in" and "acknowledge they have read the
INCITS Copyright Policy and the INCITS Antitrust Guidelines, and that they
agree to follow INCITS policies and procedures." Virtual participants must
submit to Reuben (reubendb@ornl.gov) a scanned copy of the signed form.

ISO also has rules about guests that would apply to someone not a WG5
member (J3 members and alternates are also WG5 members). If you know of a
non-WG5 member who would like to attend the WG5 meeting Thursday-Friday,
please contact Steve (steve@stevelionel.com)

All attendees (physical and virtual) will be asked to register at the ISO
web site starting January 8. A reminder will be sent out about that.

Many years ago, J3 and WG5 did hold separate, but consecutive meetings.
We'll make this work as best as we can, and hope that INCITS softens its
position in future years.

Steve Lionel (WG5 Convenor)
Reuben Budiardja (INCITS/Fortran Chair)

INCITS rule: While INCITS meetings may be held in the same facility as
meetings and events held by other organizations, INCITS meetings or
events shall be separate and distinct from any other meetings or events.
For example, an INCITS meeting cannot be held in the same room and at
the same time as a meeting from another organization even if there is
substantial overlap in membership. Attendees at INCITS meetings are
limited to INCITS members and guests that have been individually
approved to participate by the IOE officer or by the INCITS Secretariat.
The committee shall require guest attendees to sign in and to
acknowledge they have read the INCITS Copyright Policy and the INCITS
Antitrust Guidelines, and that they agree to follow INCITS policies and
procedures. For meetings held electronically (such as teleconferences,
webinars, etc.) a scan or a fax of the sign-in form from the guest prior
to the start of the meeting shall be provided.
