From what I can see, reading Microsoft's terms for its fonts, embedding the font in a document is acceptable as long as the application doesn't allow the font to be extracted. Font redistribution FAQ - Typography | Microsoft Learn  The more important point is whether the environment in which Malcolm runs the TeX tools has that font already, or if it has to be obtained separately.

That said, a statement from ISO on this would be appropriate.
