This turned out to be a misunderstanding - ISO's relaxing of the rules 
does not apply to the FDIS, only the DIS (which is done.) So for the 
FDIS, no paragraph nor line numbers (same as we did for F2018.) We'll 
revisit the issue when F202Y goes to DIS. David Keaton (SC22) has made 
me aware that the C++ standard does publish with paragraph numbers, but 
they have to fight for it each time. I don't think we need to do this now.
