Strictly speaking, as it stands not all current J3 members would be =
allowed to attend a WG5 meeting.

I agree.  It is perhaps not so relevant nowadays, but in the past when =
there have been very contentious issues, quite a number of matters have =
been progressed over breakfast or dinner.
