Thanks to the heroic efforts of Malcolm, the Fortran 2018 DIS is now 
live at ISO Livelink.  Download N2146 through https://wg5-fortran.org

I have sent an email to the SC22 Secretary to request the balloting 
start. (I think that's what I should have done - John will set me 
straight if not.) This is a month later than our schedule, so let's hope 
that things go smoothly from here on.

It's been a very long road to get here, with tremendous effort by 
everyone on WG5 (and J3!) My sincere thanks to all involved.
