Hello all,

I agree with John.

I checked with the secretariat in Japan, and found that:

- the text John mentioned is in 2.3.1 of the "current" JTC 1 Supplement, issued in 2014.
- the new version's ballot has closed on 2016-05-12, and passed by 15-0-15.  (JTC1-N13001)
- there were comments from 3 countries, but none of them affects 2.3.1.
