No, this is not the scenario under consideration. Bill has already sent in =
some comments, including a request for examples that more clearly show the =
issues with the current text.=20
The idea is not to change the intended semantics, but to explicitly describ=
e missing bits of them in the normative text. When I get around to it, I'll=
 send in an updated draft.
