I was somewhat dismayed to see a quote from me included in 14-184, since I =
fear that someone could misinterpret this as endorsing this proposal.  As w=
as clear from the earlier email thread, the current version of this proposa=
l is a non-starter.  Some other approach could be viable, but not this one.=
  I just wanted to make sure people didn=92t get mislead by the paper as wr=
itten.=20
