            I disagree.  I believe that this issue is significant enough and complicated
enough that it justifies formal interpretation processing, even if the answer(s) is (are)
well known in advance.

 

            As far as I know, the traditional rules still apply.  There are three
categories of interpretations:

(1)   Interpretation

(2)   Clarification

(3)   Erratum

An Erratum corrects a defect and involves edits to the standard and thus involves changes
to existing text.  A Clarification involves edits that clarify the existing text but don't
involve the correction of a defect, thus no changes to existing text.  An Interpretation
provides a(n) answer(s) to the question(s) asked, but don't involve edits.

 

            Given the discussion so far, it appears that this issue could be processed
either as an Interpretation or as a Clarification.  Either way, this issue definitely
merits formal processing.  If the discussion so far resolves all of the issues, then the
processing of this interpretation request could be fairly straightforward and not consume
very much time or effort.
