I think the description on IS_CONTIGUOUS intrinsic has some problems.  The 
standard says




The question is: is array sections allowed to be tested by this intrinsic 
directly?

For example, what will the following two queries return:

    IS_CONTIGUOUS (array(1::2))
    IS_CONTIGUOUS (array([1, 3, 5, 2]))

Should this be an interp?
