Is the last sentence still true?  I assume Parts 2 and 3 contain some 
statement that conformance to those parts assumes conformance to Part 1, 
but when these were written, it was a different Part 1.   Does the 
wording above imply that an implementation of Part 2, for example, is 
suddenly no longer conforming until it is also conforming to f2008 Part 1?.

Independent of the issues above, I'm perfectly happy deleting the whole 
paragraph.
