I vote yes! I have no idea what the distinction between J3 and WG5 list 
is. It used to be that WG5 was used for the rare WG5 business before 
WG5 meetings. Now it is used for technical discussions. Sorry, it is 
hard to change "TO" fields on hundreds of messages from Nick.

I would suggest that WG5 members that want to participate in technical 
discussions be included on the J3 list, and the WG5 list be used 
sparingly for "official" business and country comments etc.

Nick, would you please become a member of the J3 list?
