I thought we had chosen the margins to be fixed independently of paper 
size, and so that the document would fit and print properly on both A4 
and 8.5x11 paper.

It would be nice if we could be confident that simply turning off 
colorization of links would not change anything else.  Experience with 
LaTeX qiurks suggests we should not be confident of that.  So whatever 
version goes out for ballot shouldn't have colorized links.
