It has not. There was a glitch with the new J3 mailer. I sent this message to WG5:

Under the old system, this would have been automatically copied to J3. However, 
Rich told me that this did not work. I therefore sent a message directly to J3, 
changing 'WG5' to 'J3'. The 'we' in the message refers to me (not a member of 
J3) and the rest of WG5 as well as J3.
