Yes, this is a resolution that I wrote and of course it is dear to our hearts. 
There was a lot of sympathy from others with our position and I was expressly 
asked by the Linux person to add the second paragraph. We clearly need this too.

This was refering to things like extended bnf that are never going to make a lot 
of money for ISO. I have not tried to get our standards into this category.

I am not sure what 'goofy' demands you have in mind, but WG20 was disfunctional 
and this gives the chance for a fresh start.
