Incidently, Resolution 12B of JTC 1's November 2003 meeting in Singapore says: "JTC 1 resolves that all ballots (at all levels) must have at least 50% of P members responding (which includes abstentions) in order for the ballot to be valid." SC22 is alarmed by this and is doing its best to resist. It is also trying to get P members to be more active or withdraw, but had little success with this in the past. If this rule had been applied to us, both our ballots would have failed.
